🇵🇭 How to Get Overseas Employment Certificate?
Getting Overseas Employment Certificate (OEC) as New Hires and Balik Manggagawa (Returning OFWs)
The Overseas Employment Certificate (OEC) is a crucial exit clearance for Filipino workers heading abroad. This document not only records their legal status as overseas workers but also grants them exemptions from airport fees, reducing the overall costs of overseas employment. Additionally, possessing an OEC enhances the chances for overseas Filipino workers (OFWs) to secure loans in their home country. The OEC must be shown to the Immigration Department when leaving the Philippines, and it remains valid for a period of sixty (60) days from the date of issuance.
Required Documents
- 2 copies of Appointment Sheets
- POLO-verified Employment Contract
- 2 copies of Work Permit
- Original and 2 copies of Passport
- OWWA Membership fee receipt
Steps to Get OEC Certificate
Make an Online Appointment
- Go to DMW Online Service Portal here
- You need a registered account for making an online appointment, if you haven’t registered yourself, refer here to the guide to POEA E-Registration here
- Click Make Appointment → Choose Schedule a visit to POEA
- Read the terms and condition → Click Agree
- Choose I am a Overseas Filipino Worker
- Enter your POEA credentials such as email and password → Click Login
- Click Balik-Manggagawa
- Input your flight date → Click Next
- If you are a new BM, complete your Contract Detail → Click Submit
- If you are a returning BM, you will be asked if you are returning to the same employer and the same position.
- If you are returning to the same employer, you can print your OEC via POPS BaM for OEC exemption
- If you have no record match or your answer is No, you will be asked to Complete your contract details
- Select your Process Location → Choose available dates for the appointment
- Print the Appointment Sheets (2 copies)
※ appointment can not be cancelled by OFW after being assigned to an evaluator
Appointment Day
- Go to POLO Hong Kong on the date and time of the appointment
- Address: 29/F United Centre Building, 95 Queensway, Admiralty, Hong Kong, Hong Kong
- Getting there: MTR Admiralty - Exit D
- Operating Hours: Monday - Thursday and Sunday 09:00 - 16:00
- Go to OEC Issuance booth
- Get OFW Information Sheet and fill up the sheet
- Go to the counter, submit the required documents
- If your application is approved, pay the processing fee
- Fee: HKD 20
- Print your OEC
What is Balik Manggagawa?
Balik Manggagawa is a Filipino term that translates to returning worker. In the context of overseas employment, Balik Manggagawa refers to Filipino workers who have previously worked abroad and are returning to their overseas employment. These returning workers often need to secure or renew their Overseas Employment Certificate (OEC) from the Philippine Overseas Employment Administration (POEA) to facilitate their smooth departure and reemployment overseas. The OEC serves as an exit clearance and provides certain privileges, such as exemption from paying the terminal fee and travel tax at the airport.
