If an employment agency is overcharging you, holding your passport, or treating you unfairly, you can report them to the Hong Kong Labour Department. This guide shows you how to check if an agency is licensed and how to file a complaint safely.
Step 1: Check If the Agency Is Licensed
Before working with any agency, always check if it has a valid license.
Visit the Labour Department's Employment Agencies Portal:
- You can search the agency name and see if it is properly licensed.
- You can also check if they have received warnings, convictions, or had their license revoked.
Step 2: When to Report an Agency
You should report an agency if they:
- Charge illegal fees (overcharging)
- Hold your passport or personal documents
- Force you to sign unfair contracts
- Threaten you or give false information
Step 3: How to Report
You can file a complaint to the Labour Department online or in person.

- Go to the Employment Agencies Portal
- Fill in the complaint form
- Attach any proof (e.g. receipts, messages, photos)
- Submit online
